The Lucas County Court of Common Pleas is the trial court of general jurisdiction. It hears felony cases and civil disputes over $500, with exclusive jurisdiction over civil cases above $15,000. Toledo Municipal Court Case Records
The Toledo Municipal Court handles misdemeanor criminal cases, traffic violations, and civil matters up to $15,000. This is where most everyday legal matters in Toledo end up. Traffic tickets, DUI charges, petty theft cases, and small claims all go through the Municipal Court first. The Lucas County Clerk of Courts oversees the Lucas County Imaging Lab and Central Records Center. The Imaging Lab handles document imaging for many Lucas County agencies, not just the courts. The Central Records Center serves as a storage facility for county departmental public records.

Toledo Court Records Under Ohio Law
ORC 149.43 is the public records statute that covers all Toledo court records. It says any person can request records from a public office, and that office must provide them promptly during business hours. You do not need to give a reason. If a clerk denies your request and you believe the denial was wrong, Ohio law gives you the right to file a mandamus action. Courts can award $100 per business day of noncompliance, up to $1,000, plus attorney fees.
The Supreme Court of Ohio oversees every court in the state and sets the Rules of Superintendence that control records retention. Under those rules, felony case files are kept for 50 years. OVI files stay for 50 years. Other misdemeanor traffic files are held for 25 years. Civil case files are retained for two years after closing. The docket, index, and journal are maintained for 25 years. These schedules apply to Lucas County courts.
The Ohio Clerk of Courts Association coordinates how all 88 counties manage records. Lucas County follows those same standards. The OCCA has been active since 1940. For state-level public records disputes, the Ohio Court of Claims handles claims through mediation first, then a court decision if needed. The filing fee is $25.
